What Are Government-Funded TAFE Courses?

“Government-funded TAFE courses” is a broad term. It covers several types of financial support for vocational study, and the main forms are described below.

Fee-Free TAFE

Fee-Free TAFE is a joint initiative of the Commonwealth and state and territory governments. It provides tuition-free places in selected courses for eligible students who want to train, retrain or upskill. Courses can include short courses, certificates and diplomas, depending on what each state makes available.

State-Subsidised Training

Every state and territory also runs its own subsidised training. Under these arrangements, the government pays part of the course cost and the student pays a reduced fee. Many providers also provide a concession rate to eligible students, such as some concession card holders. The exact rates depend on the course and the state.

VET Student Loans

VET Student Loans are not grants. They are an Australian Government loan scheme that lets eligible students defer tuition fees for approved courses, generally at diploma level and above. The loan creates a HELP debt, which is repaid through the tax system once income passes a set threshold. Some full-fee courses also carry a loan fee. Because the scheme involves borrowing, it is worth reading the official information carefully before applying.

How Fee-Free TAFE Works in 2026

Under the Fee-Free TAFE Skills Agreement, the Commonwealth partnered with state and territory governments to fund more than 500,000 Fee-Free TAFE and VET places from 2023 to 2026, with joint funding of around $1.5 billion. In 2026, many providers are delivering Fee-Free places under this agreement.

The government has also made Free TAFE a permanent part of the national VET system. The Free TAFE Act 2025 commits to at least 100,000 Free TAFE and VET places each year from 2027, delivered in partnership with the states and territories. Arrangements for 2027 and later may differ from the current program in course lists, eligibility rules and place numbers. If you are planning study that starts next year, check current official information rather than relying on 2026 conditions.

Fields Commonly Covered by Fee-Free and Subsidised Training

Fee-Free TAFE courses are chosen to match national priority areas, which are informed by labour market data that identifies high-demand jobs and occupations in shortage across Australia. The current national priorities include:

Jobs and Skills Australia’s 2025 Occupation Shortage List found that overall shortages had eased compared with earlier years. However, shortages continued in health, education and construction, and about half of trade occupations remained in shortage. These are signs of broad workforce demand. They do not guarantee employment in any particular role or location.

Aged Care and Childcare

Common qualifications in this area include the Certificate III in Individual Support, used for aged and disability care, and the Certificate III and Diploma of Early Childhood Education and Care. Some states allow a student who completed the Certificate III in early childhood under Fee-Free TAFE to continue into the related diploma. These rules vary between states.

Construction

Construction courses may include entry-level certificates, pre-apprenticeship programs and short skill sets. Some of these involve practical workshop training. Separate funding arrangements have also applied to construction and housing-related places.

IT and Digital

Technology courses can range from foundation digital skills to certificates in information technology and cybersecurity. Many IT courses are well suited to online or blended delivery, although this depends on the provider.

Nursing and Health

The Diploma of Nursing, which leads toward work as an Enrolled Nurse, is available under Fee-Free arrangements through some providers. These places are often limited. Nursing courses usually include clinical placements, along with health checks or immunisation requirements, which can affect how you schedule your study.

Community Services

Community services qualifications can lead to roles in case work, youth work, mental health support and disability services. Entry requirements and placement arrangements differ by course.

Many government-funded TAFE courses are designed around high-demand jobs, meaning occupations where Australian employers find it hard to recruit enough qualified workers. Jobs and Skills Australia’s 2025 Occupation Shortage List found that overall shortages have eased in recent years, but health, education, construction and many trade occupations are still in shortage.

These findings help explain why funded training often focuses on fields such as aged care, childcare, nursing, construction and IT. Demand can still differ between regions and change over time, and finishing a course does not guarantee employment, so it is worth checking current labour market information for your area before choosing a course.

Many people look into government-funded TAFE courses because they want to upskill or start a new career, and the VET system is set up to support both goals. If you are already working, a short course, skill set or higher-level qualification can help you build on your existing skills, keep up with industry requirements or prepare for more responsibility in your current field.

If you are changing careers or returning to work after a break, an entry-level certificate can be a structured way to learn the basics of a new industry such as aged care, childcare, construction, IT, nursing or community services. Some providers also assess previous work experience through Recognition of Prior Learning (RPL), which may shorten the time needed to finish a qualification. Whether you plan to upskill or start a new career, the right pathway depends on your goals, current skills and circumstances. Completing a course does not guarantee a promotion, a new job or a particular income, so it is worth comparing course levels, entry requirements and typical career pathways before deciding.

Who May Be Eligible?

Fee-Free TAFE eligibility is set by each state and territory, so there is no single national rule. Even so, several patterns are common.

Residency and citizenship. Applicants usually need to live or work in the relevant state and be an Australian or New Zealand citizen, a permanent resident, or a holder of an eligible visa.

Priority groups. Nationally, places are prioritised for certain groups. These include First Nations Australians, young people aged 17 to 24, people out of work or receiving income support, unpaid carers, women facing economic insecurity, women studying in non-traditional fields, people with disability, and some visa holders.

Limits on the number of courses. Some states allow only one Fee-Free qualification over the 2023–2026 period. Others limit students to one Fee-Free course per year or per semester.

Exclusions. Some states exclude current school students and people who are already in an apprenticeship or traineeship.

Course entry requirements. Meeting the funding criteria is separate from meeting a course’s own entry requirements. You need to meet both.

Places are limited in every state and are allocated while funding lasts. Being eligible does not guarantee a place.

What “Fee-Free” Usually Covers, and What It May Not

In most cases, Fee-Free TAFE covers tuition fees only. Other costs may still apply, such as:

Materials, uniforms, textbooks or personal protective equipment
Police checks, Working with Children Checks or immunisation records for care and health courses
Travel and accommodation for placements or on-campus sessions
Equipment, such as a suitable computer for online study

If you are not eligible for a Fee-Free place, the same course may still be available at a subsidised or concession rate. Asking the provider for a full written breakdown of costs before you enrol can help you avoid unexpected expenses.

Online and Flexible Study Options

Many TAFEs provide full-time, part-time, online and blended study. The options available depend on the course. Practical qualifications such as nursing, construction and early childhood education usually require in-person workshops, assessments or work placements, even when the theory is delivered online. When you compare courses, check:

How many hours per week the provider expects you to study
Whether there are on-campus or workplace attendance requirements
When classes start, as many courses begin each semester and Fee-Free places can fill early
What support is available for online learners, such as tutoring or study skills help

Practical Considerations Before Enrolling

Before you choose a government-funded TAFE course, it can help to think through the following questions.

Career fit. Does the qualification match the role you want? Check whether the occupation requires a licence or registration. Enrolled Nurses, for example, must register with the Nursing and Midwifery Board of Australia.
Provider type. Fee-Free places are mainly delivered through public TAFEs, although some states include other approved providers. Confirm that the provider and course are nationally recognised.
Future funding. If your state allows only one Fee-Free qualification, taking a short course now could affect your eligibility for a diploma later. Ask the provider how one enrolment might affect future options.
Total time commitment. Consider the course length, placement hours and how the study will fit with work or caring responsibilities.
Local demand. Labour market conditions differ between cities and regions. Government labour market resources can show demand in your area.

How to Research Your Options

The following steps can help you research courses in an organised way:

Visit Your Career, the Australian Government’s careers website, which links to Fee-Free TAFE information for each state and territory.
Read the eligibility page of your local TAFE and note any priority-group or residency requirements.
Search for specific courses and check their delivery mode, start dates and fees.
Contact the provider’s student services team to confirm your eligibility, any extra costs and placement arrangements.
If you are considering a diploma, read the official VET Student Loans information before taking on any debt.

Conclusion

Government-funded TAFE courses in Australia can lower the cost of gaining a qualification in care, construction, technology, nursing, community services and other priority fields. In 2026, Fee-Free TAFE is being delivered under the final year of the 2023–2026 agreement, and ongoing Free TAFE is legislated from 2027. Eligibility, course lists and the number of places differ by state, and Fee-Free arrangements usually cover tuition only.

A sensible approach is to compare courses carefully, check every cost and requirement, and confirm the details directly with official government sources and the training provider before you make a decision.
