1. Real Estate Investment Routes

High-Demand Zone (€800,000 Minimum): Applies to real estate purchases located in the region of Attica (including Athens), the Regional Unit of Thessaloniki, Mykonos, Santorini, and islands with a population exceeding 3,100 inhabitants according to official census data. The investment must be made in a single property with a minimum built surface area of 120 square meters.
Standard Regional Zone (€400,000 Minimum): Applies to all other municipalities and regional units across mainland Greece and smaller islands. The investment must also consist of a single property with a minimum size of 120 square meters.
Special Property Concession Threshold (€250,000 Minimum):
- Commercial-to-Residential Conversion: Applies to industrial, commercial, or office properties converted into residential housing. The change of use must be fully registered and completed before the residence permit application is submitted.
- Restoration of Listed/Historic Buildings: Applies to investments in designated historical or listed buildings undergoing full structural restoration.
Short-Term Rental Prohibition: Real estate acquired under the Golden Visa program cannot be leased out as short-term holiday rentals (e.g., via platforms like Airbnb or VRBO) or re-registered as commercial space. Properties must be leased on long-term residential contracts or utilized for personal use; failure to comply leads to the revocation of the residence permit and administrative fines.

2. Capital and Financial Investment Routes

Investors who prefer non-real estate assets can qualify for the Golden Visa by allocating capital to Greek financial instruments:

Bank Deposit: A minimum of €500,000 deposited in a fixed-term account with a Greek credit institution for a minimum duration of one year.
Government Bonds: Purchase of Greek government bonds with a minimum value of €500,000 and a remaining maturity of at least three years at the time of purchase.
Corporate Shares or Bonds: An investment of at least €500,000 in shares, corporate bonds, or venture capital funds registered and operating in Greece.
Mutual Funds or Alternative Investment Funds: Minimum €500,000 capital invested in mutual funds or real estate investment companies (REICs) operating within Greece.

Core Benefits and Operational Rights

A Golden Visa residence permit provides key legal status rights across Greece and the wider Schengen Area:

Schengen Area Mobility: Holders enjoy visa-free travel across all countries within the Schengen Zone for up to 90 days within any 180-day period.
Family Inclusivity: The primary applicant can include:
- A legal spouse or civil partner.
- Unmarried biological or legally adopted children under 21 years of age (extendable to age 24 under specific educational conditions).
- Dependent parents of both the main applicant and spouse.
No Minimum Physical Stay Requirement: Applicants are not required to reside physically in Greece to maintain or renew their 5-year Golden Visa permits.
Path to EU Citizenship: While the Golden Visa itself is a temporary residency permit, holders may apply for Greek citizenship (and an EU passport) after completing seven years of continuous physical residence in Greece, provided they meet language proficiency and civic integration requirements under the Greek Nationality Code.
Employment Restrictions: Golden Visa holders are not permitted to accept local employment as salaried employees in Greece. However, they are permitted to own businesses, serve as shareholders, or function as directors in Greek-registered companies.

Essential Considerations and Costs

In addition to the primary investment capital, applicants should calculate ancillary taxes, administrative fees, and ongoing maintenance expenses:

Property Purchase Tax (FMA): Set at 3.09% of the taxable property value for real estate transactions.
Legal and Notary Fees: Legal representation typically ranges between 1% and 2% of the purchase value, plus notary and land registry fees (approx. 1% to 1.5%).
Government Filing Fees: The main applicant pays a €2,000 administrative fee for the initial application, plus €150 per adult dependent.
Health Insurance: All applicants must hold comprehensive health insurance policies covering medical expenses in Greece.
Asset Maintenance: To renew the permit every five years, the applicant must retain continuous full ownership of the qualifying property or financial investment.

Frequently Asked Questions (FAQ)

1. Does buying property under the Greece Golden Visa automatically give the right to work?

No. The Golden Visa grants full residency rights and business ownership privileges, but it explicitly prohibits taking up employment in a local salaried position in Greece.

2. Is there a minimum stay requirement to maintain the residence permit?

No. There is no physical presence requirement to retain or renew the Greece Golden Visa. Holders only need to visit Greece to submit biometric data during the initial application or renewal phases.

3. Can I rent out my property acquired under the Golden Visa program?

Yes, but only under long-term residential leases. Under current regulations, properties purchased through the Golden Visa program cannot be used for short-term holiday rentals (such as Airbnb) or subleased commercially.

4. How long is the Golden Visa valid, and how is it renewed?

The residency card is valid for five years. It can be renewed indefinitely every five years as long as the investor maintains full ownership of the qualifying asset.

5. Can my parents and children be included in the same application?

Yes. The program allows the main applicant to include their legal spouse, unmarried children under the age of 21, and the parents of both spouses under a single application without additional investment requirements.

6. Where can applicants verify official regulations regarding the Golden Visa?

Official legal guidelines, fee schedules, and portal access are published directly by the Ministry of Migration and Asylum of the Hellenic Republic.

Conclusion

The Greece Golden Visa remains one of Europe's primary residency-by-investment programs, offering non-EU investors Schengen mobility, family coverage, and flexible residency conditions without mandatory physical stay rules. Following legislative reforms establishing tiered investment thresholds and restrictions on short-term rentals, prospective applicants must carefully evaluate property locations, asset classes, legal fees, and long-term compliance mandates to secure residency successfully.
